NUISANCE
Chapter 17 of Code Enforcement outline a NUISANCE as follows:
(a.) Noxious weeds or other rank vegetation; Excessive accumulation of untended growth or weeds, grass, underbrush, or undergrowth. Any condition which provides harborage for rats, mice, snakes, and vermin: ex: un-cut grass growing around trailers and boats.
(b.) Buildings or structures in dilapidated and run down condition; accumulation of rubbish, trash refuse, junk or other abandoned materials, metals, lumber, other things.
(c.) Noise levels prohibited by Chapter 16, for example, barking dogs, people, and devices i.e. radios, Call Clay County Sheriff.

Signs:
Signs in the right-of-way, on utility poles or trees are prohibited. There are different regulations for political and real estate signs.
Swimming Pools:
All swimming pools must be permitted, placed a correct distance from the property line and properly enclosed. The fence must be at least 4 feet in height with no openings larger than 4 square inchesl The gate must be equipped with a self latching, locking device and mst be kept closed at all times. Other requirements and restrictions may apply so check with the Building Department.
Fences:
In the residential zones, RA, RB, RC, RD and RE, the fence in the front yard and along the side of the dwelling cannot be higher than 4 feet; the fence around the rear yard, beginning at the rear corners of the house cannot be higher than 8 feet. There are no fence requirements for the AG, AR, AR-1 and AR-2 zoning districts.
Permits:
All structures must be permitted prior to placement on premises, including canvas carports/boat-ports, pole barns and sheds. Setbacks from property lines for all structures must be met. Before you purchase a shed or carport, check with the Building Department to see what is required before you spend the money.
Other Permits which you might need include:
Home Occupancy Permit - Home office type business without outside storage or employees, if you advertise home phone or home address.
Transient Merchant - Temporary outdoor sales of seasonal items, i.e. pumpkins, Christmas trees, firewood, etc.
Roadside Solicitation - Collection of money by non-profit organizations based in Clay County.
Private Drainage Ponds/Agricultural Livestock Ponds - Ponds dug after 1991 must be permitted and fenced.
Borrow Pits - Pits dug for transfer and/or sale of dirt must be appropved by engineering Department and Zoning Department.
Land Use (Penalty for Unauthorized Use of Land)

It shall be unlawful for any person to use any land in a manner not specifically permitted as a use within the zoning classification applicable to such land, or permitted by a conditional use authorized under the provisions of Article III. It shall be prohibited to establish a non-residential use without meeting all Clay County Land Development Regulations, such as, but not limited to, paved parking, landscaping, drainage, etc. It shall also be prohibited to subdivide land without meeting the Clay County subdivision requlations. Any person found guilty of violating these regulations shall be deemed guilty of an offense and shall be punishable through the court system or enforcement of this section may also be sought through the Code Enforcement Division.

A noise violation is prosecuted as a civil infraction. Please refer to the Noise Ordinance for specific guidlines on enforcement issues as well as exceptions.
Obstruction of County Right-Of-Way

It is unlawful to park any motor vehicle or trailer across or upon any sidewalks for pedestrians, or park on the road right-of-way in any manner that would create a health/safety concern for the public. (Contact Clay County Sheriff's office for enforcement).
It is unlawful to place any structures, including basketball hoops or skateboard ramps in the rights-of-way (Please see Construction in County Right-Of-Way). Please contact the Engineering Department at (904)-284/269-6301 regarding the placement of structures, including basketball hoops or skateboard ramps in the right-of-way.
Overgrowth

It shall be unlawful for the owner or occupant of an improved or unimproved property to utilize the premises for open storage of any inoperable motor vehicle including parts, ice box, refrigerator, stove, glass, building material, building rubbish or similar items. It shall be the duty and responsibility of evry such owner or occupant to keep the premisses of such property clean and to remove from the premises all such abandoned items as listed above, including but not limited to weeds, dead trees, trash, garbage, etc.
Other County Departments:
Animal Control: Enforces the Animal Control Ordinance - animals running at-large, animals without current vaccinations, and fierce or ferocious animals.
Building Department: Enforces the Florida Building Code.
Engineering Department: Enforces the drainage flow and the rights-of-way.
Environmental Health Department: Inspects sewer systems and swimming pools.
Public Works Department: Maintains our county's roads, ditches, rights-of-way, street signs and traffic signals.
